VA Division of HIV/STD Programs - VDH

In the Virginia Department of Health (VDH), the Division of HIV/STD operates the following programs and activities:

· AIDS Drug Assistance Program: The Virginia AIDS Drug Assistance Program (ADAP) provides medication for the treatment of HIV/AIDS to individuals diagnosed with HIV infection or AIDS who do not have Medicaid or other insurance coverage or third party payor benefits. Family income cannot exceed 300% of the Federal Poverty Level (FPL). (Income limit is 333% of FPL in Northern Virginia.)

· Resource & Consultation Centers: Five regional centers educate health care providers about HIV/AIDS.

· HIV Prevention Program: VDH funds many local prevention efforts. See: http://www.vdh.state.va.us/epidemiology/DiseasePrevention/Programs/HIVPrevention/.

· Chlamydia Prevention Program: Virginia has responded to chlamydia's asymptomatic nature and its threat to social, sexual and reproductive health with widespread screening through the Chlamydia Prevention Program. The screening criteria include all women 34 years of age and younger receiving pelvic exams in STD clinics; all women 29 years of age and younger receiving pelvic exams in family planning clinics; and all women visiting prenatal clinics. Effective October 1, 1997, male partners of infected females were also included.

· HIV Prevention Evaluation System: VDH is developing a statewide system for evaluating HIV prevention efforts.

· Ryan White Care Act: VDH administers Ryan White Title II funds. A major part of this funding is for the AIDS Drug Assistance program (ADAP) that provides AIDS medications to persons who are not on Medicaid or Medicare, have no health insurance, no other form of payment, and earn only up to 300% (333% in Northern Virginia) of the Federal poverty level. The other part of the funding provides health care services. Ryan White funding is the payor of last resort. The services are targeted to deliver medical care and support services prioritizing women children and infants with HIV/AIDS.

· HIV Community Planning Committee: Community planning involves HIV-affected communities and populations in decision-making about HIV prevention programming and funding. The Virginia HIV Community Planning Committee (HCPC) is composed of education and service providers, clients, state agency representatives, the clergy and private citizens who work cooperatively to develop a comprehensive HIV prevention plan for the Commonwealth of Virginia. The Committee is led by an elected community co-chair and an appointed Virginia Department of Health co-chair.

· HIV/AIDS Surveillance: The Virginia HIV/AIDS Surveillance Program encourages the ongoing and systematic collection of HIV/AIDS reporting from public and private providers and laboratories across the state. The surveillance data is routinely assessed to ensure its integrity and is analyzed for emerging trends or shifts in the epidemic.

· Viral Hepatitis Integration Project: The objective of the program is to determine the magnitude of hepatitis C infection in Virginia, and identify the resources necessary to treat those infected and to prevent new cases. Early detection, referral and treatment of hepatitis C are necessary to reduce the complications of the disease.
