Welfare Assistance & Section 8

The relationship between Welfare Assistance cash benefits and Section 8 assistance is somewhat complicated. There are three aspects to be considered:

1. Welfare Benefits as Unearned Income

Welfare cash benefits count as unearned income in calculating your family's gross income. If some of the cash benefit is specifically designated for shelter and utilities, your PHA may count an amount higher than that which you actually receive.

2. Welfare Benefits used in calculating Total Tenant Payment

If some of your family's welfare cash benefit is specifically designated for shelter and utilities, then the amount you actually receive for that purpose is used in the calculation of your Total Tenant Payment.

3. Welfare Benefits that have been Reduced as a Sanction

If you receive Tenant-Based Section 8 assistance, and if your welfare benefits have stopped or been reduced as a sanction for fraud or non-compliance with the requirements of an Economic Self-Sufficiency Program, then an amount up to the full benefit amount that you should be receiving may be counted as unearned income in calculating your gross income.
