The "Total Tenant Payment" sounds like it would be the total amount that you would be expected to pay for rent and utilities.
And for all other Section 8 programs except for the Housing Choice Tenant-Based Voucher program, that is essentially what it is. In those programs your Total Tenant Payment is equal to your Tenant Rent plus a Utility Allowance. (The Utility Allowance is an estimate of what you have to pay for the utilities that are not covered by your rent. Of course, if your actual utilities costs are higher than the estimate, then your rent-plus-utilities will be more than your Total Tenant Payment.)
But in the Housing Choice Tenant-Based Voucher program, the Total Tenant Payment is just the starting point for a complicated formula for determining the amount you must pay. See: Family Rent to Owner for details.
Your Total Tenant Payment is the highest of the following amounts, rounded to the nearest dollar:
(1) 30% of your family's adjusted monthly income;
(2) 10% of your family's monthly Gross Non-Excluded Income. (Your Gross Non-Excluded Income is your total income after subtracting income exclusions.);
(3) If the family is receiving payments for welfare assistance from a public agency and a part of those payments, adjusted in accordance with the family's actual housing costs, is specifically designated by such agency to meet the family's housing costs, the portion of those payments which is so designated; or
(4) The minimum rent set by your Public Housing Agency (PHA).
