The Full Employment Program (FEP) provides the individual with work experience needed to obtain an unsubsidized job. Participants receive a subsidized wage in lieu of TAFDC and Food Stamp benefits. Most program participants are also eligible for child care support services and assistance with the cost of transportation.
Activities in the FEP include full-time employment of 35-40 hours per week as defined by the employer and completion of an Employment Development Plan.
A participant in the FEP receives a wage from the employer based on a minimum of $4.50 per hour, remains eligible for MassHealth, and has an Individual Asset Account established in which $1 is credited for each hour the participant works. The funds from this account are paid to the participant following his or her termination from the FEP. This is in addition to the wage received from the employer. Participants in the FEP receive on the job training and receive standard benefits of employment.
The household receives a supplement payment when FEP gross income, minus 20% and minus the allowable dependent care deduction, is less than the combination of the TAFDC and Food Stamp benefits that the household would have received, based on family size and any other income.
The Individual Asset Account established for the participant is a non-countable asset until the participant receives the funds upon termination of FEP employment.
