You are eligible for a State Supplemental Payment (SSP) if you would be eligible for Supplemental Security Income (SSI) benefits by virtue of age or disability and you:
· are not a resident of a public facility (any correctional, mental health, nursing care, or juvenile facility operated by an entity of government);
· are not a long term (over 30 days) patient in a psychiatric facility or a psychiatric unit of an acute care hospital;
· were (and remain) approved for care in a licensed Title XIX facility since December, 1973 and therefore retain eligibility for a mandatory supplemental payment. See DHS Appendix C-1, Schedule VIII.B, for mandatory supplement standard;
· are not a child in DHS custody for whom out-of-home care is paid by DHS;
· are a resident in the State's School for the Blind or School for the Deaf and meet all other eligibility requirements;
· take all appropriate steps to obtain other benefits within 30 days after you have been notified of your potential eligibility.
State law provides that if you are a recipient of a State Supplemental Payment for the Blind you shall not, during the period of receiving assistance, solicit alms. "Soliciting alms" means collecting donations for one's personal benefit, selling minor articles when such selling is merely a subterfuge for collecting donations, etc. It does not include house-to-house sale of articles carried on as a regular established occupation. Your statement regarding solicitation of alms is sufficient verification if there are no facts to the contrary.
Aged: To be eligible for a State Supplement Payment for the Aged, you must be 65 years of age or older as verified by the Social Security Administration, or by other sources of verification such as birth certificates, insurance policies, family records, census records, etc.
Age for the Blind: There is no age requirement for a State Supplemental Payment for the Blind, however, the age of blind children must be verified in order to establish the need for designating a parent or guardian as payee if the blind child is under 16 years of age. When a recipient of a State Supplemental Payment for the Blind reaches age 65, he is transferred to the category for the Aged.
Age for the Disabled: To be eligible for a State Supplemental Payment for the Disabled, an applicant must be under the age of 65 years. A parent or guardian must be designated as payee if a disabled child is under 16 years of age. When a recipient of a State Supplemental Payment for the Disabled reaches age 65, he is transferred to the category for the Aged.
