SSI State Supplement - Ohio

 

Image of the Ohio State Flag.  Unique among the state flags of the union, the Ohio State Flag was designed by John Eisemann. Described as a pennant, the Ohio burgee is properly a swallowtail design. The flag is similar to the Cavalry Guidon carried during the Civil War. The Ohio flag, unique in shape but uncomplicated in design, is filled with symbolism. The union of the flag, a large blue triangle, is populated with seventeen white stars. Those that are grouped around a white circle represent the thirteen original colonies. Four stars found at the apex of the triangle combine with the stars of the thirteen original colonies to total seventeen. Ohio was the seventeenth state to enter the union. Three red and two white horizontal stripes and the blue field copy the red, white and blue of the Stars and Stripes. The blue field represents Ohio's hills and valleys. The stripes represent the roads and waterways of the state. The white circle with a red center forms the Ohio provides State Supplements to Federal SSI benefit payments for residents in one of the living arrangements specified in the table below.

Unless otherwise stated, payment levels apply equally to people who are aged, people with blindness, and people with disabilities. Benefit amounts are usually adjusted annually, and become effective January 1st. The table shows monthly payment levels for calendar year 2010.

If you are using this version of WorkWORLD after January 1, 2011, you should be able to get the updated numbers from the Department of Aging, the Department of Jobs and Family Services or your local Area Agency on Aging.

Living Arrangements Definitions

Adult foster home - Includes recipients living in a residence for one or two adults that is not certified or licensed by the Department of Mental Health but is certified by the Department of Human Services or by the Department of Aging or its designee.

Living in an adult family home - Includes recipients living in a residence or facility that is licensed by the Department of Health and provides accommodations for three to five adults and supervision or personal care services for at least three of these adults.

Living in an adult community alternative home - (Under Adult Community Mental Health Housing) Includes recipients who have Acquired Immune Deficiency Syndrome (AIDS) or a condition related to AIDS. The home is for three to five unrelated adults, and is licensed by the Department of Health.

Living in an adult group home - Includes recipients residing in an adult foster care facility licensed by the Department of Health which provides room and board for six to sixteen adults and also provides supervision and personal care services to at least three of these adults.

Living in a residential care facility - Includes recipients residing in homes licensed by the Department of Health which provides accommodations for sixteen or more adults and also provides supervision and personal care services to three or more individuals who require such services because of age or physical or mental impairment.

Scope of Coverage

Optional State supplement provided to aged, blind, and disabled SSI recipients in living arrangements listed under "Payment Levels." Eligibility is also extended to persons who are not SSI recipients. Children under age 18 are not eligible for supplementation.

Recoveries, Liens, and Assignments

None.

Relative Responsibility

None.

Income Disregards

SSI cost-of-living increases after July 15, 1982 are disregarded. Earned income disregards apply. Effective January 1, 2009, the disregard is $381.00 for an individual, $572 for a couple.

Resource Limitations

Countable resources may not exceed $1,500 for an individual and $2,250 for a couple. The following resources are excluded: household goods; personal effects; one automobile may also be excluded if it meets the following conditions: (1) specially equipped for a disabled person, (2) used for employment, (3) used for medical transportation, or (4) has an equity value not exceeding $4,500 (excess above $4,500 is a countable resource); one burial plot; irrevocable burial contracts (revocable burial contracts are not excluded); life insurance policies with a total face value of $1,500 or less (if more, the cash surrender value is a countable resource).
