Persons may qualify for SSI-Related Medicaid without being a recipient of Supplemental Security Income (SSI) or Social Security benefits. Such persons would have to be aged, blind, or disabled and meet the eligibility criteria of one of the SSI-Related Medicaid coverage groups.
Examples:
· A person who meets the eligibility criteria for SSI and who does not want to apply for SSI. If the person claims to have a disability, the Department would complete the disability determination and if the person is determined to be disabled, the person could qualify if all other eligibility criteria are met. See: "People Eligible for SSI Benefits but Not Receiving Them".
· A disabled spouse who does not have the required quarters of work to qualify for SSDI and whose spouse’s income disqualifies the person from SSI. The Department would complete the disability determination and if the person is determined disabled, the person could qualify under Medicaid for Employed People with Disabilities (MEPD), or SSI-Related Medically Needy if there is no other coverage group.
· A disabled person who is ineligible for SSI due to excess resources. Such person can apply for Medicaid as a person with a disability. The Department would complete the disability determination and if the person is determined disabled, the person could qualify under Medicaid for Employed People with Disabilities (MEPD) or SSI-Related Medically Needy if all other eligibility factors are met.
