This program provides tenant based rental assistance to individuals who are very low income and have a long-term disability. The resident must be between 18 and 62 years. It provides for both affordable housing and access to services. The resident rents an apartment or house at a cost that is affordable to them. The resident pays 30% of their adjusted income for rent. The Local Housing Authority pays the owner a subsidy for full rent. The resident pays their rent to the owner of the unit.
The Housing Authority is required to have a network in place with local service providers for the disabled. The service providers assist in identifying appropriate housing. The service providers assist the family in access to needed services.
The resident may find an apartment of their choice in the community. The assistance is not tied to the unit but stays with the family. The apartment or house must meet certain requirements regarding physical condition and rent charged by the owner. The owner must also be willing to participate in the section 8 Mainstream Program.
In order to receive this assistance the resident applies through the Local Housing Authority. If assistance is not available when the resident applies they will be put on a waiting list. The rent the resident pays is based on their adjusted income. There are, also, several income exclusions, such as cash gifts and medical reimbursements. The resident’s portion of the rent is 30% of their adjusted income. The resident is to report all increase in their income. If an increase in income is the result of income that is not part of an approved income exclusion the rent will increase.
