SD Personal Care - Adult Services and Aging

The DSS Division of Adult Services and Aging offers Personal Care services.

Personal Care services provide basic tasks necessary to enable individuals who are Medicaid eligible to remain living in the community. These services are provided if there is a medically-related condition that prevents them from completing essential household tasks.

Services

Homemakers are authorized to perform various tasks through the Personal Care Program. Examples of tasks allowed under this program include:

·      Care of teeth and mouth

·      Bathing of client in bed, tub or shower

·      Eating and meal preparation (other programs such as Congregate and Home Delivered Senior Meals should be accessed first)

·      Ambulation/Range of Motion

·      Dressing

·      Use of bedpan, commode or toilet

·      Hair care

·      Shaving

Certain household tasks are also allowed when the client is unable to perform these tasks due to a medical-related condition. These tasks are limited to the client only. No other household members are eligible to receive services. Services are not to be provided by a homemaker if the individual is able to safely perform these functions or if other members of the household are capable of completing these tasks:

·      Cleaning identified household areas;

·      Preparing light meals;

·      Shopping for necessities that are incidental to the needed homemaker services;

·      Washing dishes;

·      Dusting;

·      Floor care;

·      Assisting with personal hygiene tasks;

·      Laundry;

·      Assisting a client complete personal tasks such as paying bills;

·      Providing brief periods of care for the client when incidental to the homemaker tasks; or

·      Assisting a client with routine health care, including items such as reminding the client to take medications; opening and closing a medication container; returning a medication container to its proper storage area; if medical conditions such as diabetes and peripheral neuropathy are ruled out, assisting the client with foot soaks; cleaning a dehumidifier; or assisting the client with footwear or hose.

Services not provided as Personal Care services include:

·      Washing outside windows

·      Moving large furniture

·      Shoveling snow

·      Garden or yard work

·      Cleaning up before or after company

·      Washing walls

·      Caring for pets

·      Painting

·      Shampooing carpets

·      Skilled nursing services

·      Other tasks not necessary to maintain a client in their home

An individual who qualifies for services will receive services as approved in the case service plan. These services are to be provided during normal working hours, 8:00 a.m. to 5:00 p.m. Monday through Friday.
