Medicaid Home and Community Based Waivers allow States to disregard (or "waive") some regulations concerning Medicaid services in order to experiment with innovative services to a limited number of people. Generally, Medicaid waivers allow states to provide Home and Community-Based Waiver Services (HCBWS) to specific populations who would have to be institutionalized if they did not receive such services.
South Dakota has three such Medicaid Waivers under which the SD Department of Social Services (DSS) can provide HCBWS:
· Medical Assistance - Individuals with Developmentally Disabilities (DD) who would otherwise need placement in a nursing facility or an Intermediate Care Facility for individuals with mental retardation or developmental disabilities (ICF-MR).
· Medical Assistance - Individuals with Quadriplegia who require a nursing facility level of care.
· Medical Assistance - Individuals who are Elderly who would otherwise require care in a nursing facility.
In order to be eligible for HCBWS, individuals must also meet the financial eligibility criteria established for each type of waiver.
