Rents for the Massachusetts Rental Voucher Program (MRVP) are determined depending on the type of voucher approved for the household. Mobile voucher holders receive varying amounts of subsidy depending on income. Project-based voucher holders typically pay 30% of their net income for rent, and the voucher makes up the difference between what the landlord charges and what the tenant can pay. There are limits on the total rental amount.
In determining the value of vouchers for each participant in the MRVP, the local housing authority first considers gross household income to establish each participant's net household income.
A participant’s mobile voucher value is established in accordance with a schedule published by the Department of Housing and Community Development (DHCD). This schedule sets out various categories of voucher amount based upon considerations of income, household size and composition, and geographic location of the contract unit. DHCD may also establish a minimum amount for a mobile voucher. The appropriate unit size for the housing unit is determined on the basis of the size and composition of the participant's household.
Local housing authorities determine the value of a project based voucher by subtracting the participant's share of rent from the monthly contract rent, which, for a participant who pays separately for the cost of heat, is a minimum of thirty percent (30%) of participant's net income. For a participant who does not pay separately for the cost of heat, the value of the voucher is a minimum of thirty-five percent (35%) of the participant's net income.
