Rental Voucher Program (MRVP) - Vouchers - Massachusetts

A voucher is a contract document between the local housing authority and a voucher holder. The voucher certifies program eligibility and sets forth program requirements, guidelines and benefits for applicants who have been determined eligible for the Massachusetts Rental Voucher Program (MRVP).

There are two types of vouchers.

Mobile Voucher Assistance

Mobile voucher assistance is available to the person holding the voucher, whether or not the person moves, provided he or she remains eligible.

In determining the value of the mobile voucher for each MRVP participant, the local housing authority establishes each participant’s net income, and then refers to the Department of Housing and Community Development’s most current schedule of voucher amounts. This schedule is established based upon income, household size, and the geographic location of the contract unit.

Project Based Voucher Assistance

Project based voucher assistance is attached to a particular housing unit or development, and not to the person who occupies the unit. Assistance to a participant terminates when the participant moves from that housing unit or development. An applicant offered a project based unit is entitled to one offer of an appropriate unit size and must accept the offer of the unit within seven (7) days of the offer, or must provide reliable documentation establishing the unit offered is inappropriate and presents unreasonable hardship.

In determining the value of the project based voucher for each MRVP participant, the local housing authority first establishes each participant’s net income. The value of the project based voucher is then determined by subtracting 30% of the participant’s net income, when the participant is paying for the cost of heat, from the monthly contract rent; for participants who are not paying separately for the cost of heat, 35% of the participant’s net income is subtracted from the monthly rent to determine the value of the voucher.

Participation

A household that has been accepted into the MRVP, and to which either a mobile or project based voucher has been issued, becomes a participant in the program.

The value of the voucher is determined on an annual basis, or may be changed between regular re-determination dates.
