The local housing authority considers both financial and non-financial factors in deciding an applicant’s initial eligibility for receiving rental assistance vouchers through the Massachusetts Rental Voucher Program (MRVP) and for evaluating the continued eligibility of participant households in the program.
The following financial considerations apply:
· People seeking state rental vouchers can have net income of no more than 200% of the federal poverty level ($36,800 for a household of 4 persons in 2003).
· Participants are eligible for assistance until the participant's net income exceeds two-hundred percent (200%) of the effective federal poverty level or if at any time the participant fails to meet other non-financial eligibility requirements for the program.
· A participant will retain a voucher, but receive no financial housing assistance, for a period of ninety (90) days after the local housing authority has certified that the participant's net income is greater than two hundred percent (200%) of the federal poverty level standard. At the expiration of the ninety (90) day period, if net income still exceeds two hundred percent (200%) of the federal poverty level standard, the participant will no longer be eligible for the MRVP.
· For the purposes of initial eligibility, an applicant household's total assets may not exceed one and one half times the gross household income of the applicant, or $15,000, whichever is greater. There is no asset limitation for purposes of continued eligibility.
