A household for the purpose of LIHEAP eligibility is any individual or group of individuals who are living together as one economic unit and who purchase residential energy in common.
All households must meet the following conditions to be eligible for LIHEAP:
· Must be responsible either totally or in part for the cost of home energy
· Must have had its source of home energy temporarily discontinued
· Must not have income exceeding 110% of the Federal Poverty Guidelines
· Must not have liquid resources exceeding $2,000 for one person, $3000 for two persons, and $50 for each additional person in the household
The household must verify its responsibility for payment of home energy and vulnerability to loss of service through forms of documentation such as billing records, statements from landlords, and receipts.
Both subsidized and unsubsidized households are eligible for LIHEAP. A subsidized household is a household that receives assistance through a utility allowance to cover all or part of their energy costs and/or receives assistance in paying their rent or house payment on a regular basis.
Eligible subsidized households with out-of-pocket utility expenses receive the same heating assistance benefit as unsubsidized households.
