For people who are not Supplemental Security Income (SSI) recipients, countable income is determined using SSI policies. Exception: The $20 disregard is not allowed.
NOTE: For detailed information on determining countable income, see the DHS Employees' Policy Manual Title 8 Medicaid, Chapter E Income.
When a client is a single adult SSI recipient, it is not necessary to verify the client’s income. The countable income is that which has been determined by the Social Security Administration.
When a client is a married SSI recipient, the spouse’s income is considered even if the Social Security Administration is not deeming the spouse’s income to the client for SSI purposes. When the applicant is living with a spouse, the spouse’s income is counted. If the applicant is separated from the spouse, the spouse’s income is not counted.
The amount of income available for client participation is determined according to the policies in In-Home Health-Related Care Assistance Client Participation for Adults.
¨ The recipient is income eligible when the amount available for client participation is less than the cost of care. The service worker determines the cost of care.
To see the maximum cost of care, Click on Desk Aid Supp. The Desk Aid for Supplemental Assistance contains the basic payment standards (payment amounts) for Supplemental Security Income (SSI) and the various State Supplementary Assistance programs.
NOTE: If you are connected to the Internet you can click on Desk Aid for Supplemental Assistance to see the on-line Desk Aid.
NOTE: You must have Adobe Acrobat Reader installed in order to view the on-line version. If you do not have the Reader installed, you can download it free from: www.adobe.com/products/acrobat/readstep.html.
If the care needed by the client is more expensive than these limits, the client is not eligible for a State Supplementary Assistance payment for in-home health-related care.
Any Medicaid services provided by a home health agency are not considered to be duplicating the personal care nursing services. These services do not count when the service worker determines if the costs exceed the limits.
