FIP Eligibility - Gross Income Limits - Iowa

In addition to meeting non-financial eligibility factors, the family must also meet financial eligibility factors (i.e., the family’s countable income and resources must be within FIP program limits).

To be income-eligible for FIP benefits the family's nonexempt earned and unearned income must meet the following gross and net income eligibility tests:

·                        Test 1 – 185% Standard of Need Test (Gross Income)

·                        Test 2 – Standard of Need Test (Net Income)

·                        Test 3 – Payment Standard Test (Net Income)

FIP applicant families must meet all three tests. FIP recipient families must only meet Tests 1 and 3 (but not Test 2). Only when the three tests (if an applicant family) or two tests (if a recipient family) have been met is the amount of the actual FIP payment determined.

Gross Income Limits:

"Gross Income" means the amount of nonexempt earned and unearned income before applying any deductions, disregards or diversions. (See FIP Income Exclusions for a list of the types of income that are exempt when determining gross income.)

"Earned" income is income earned by the person’s own efforts such as salaries or wages, tips, and net profit from self-employment. 

"Unearned" income is any income in cash that is not gained by labor or service, such as alimony or child support payments, social security benefits, and unemployment insurance benefits.

If the family's gross income exceeds the 185% Standard of Need (plus any special needs), FIP eligibility does not exist.

If the family’s gross income is at or below the gross income limit for the size eligible group, the family must then meet the FIP Net Income standards.
