Family Investment Program (FIP) participants are exempt from the employment and training provisions of the Individualized Self-Sufficiency Plan (ISSP) agreement if the recipient is:
· A parent or caretaker relative with a child under one year of age; however, custodial parents under age 25 who have not completed their high school education are required to comply with these provisions regardless of the age of the child
· At least six months pregnant and the pregnancy is verified by a qualified licensed health care provider
· Incapacitated and the incapacity is verified by a physician as clearly precluding the recipient from engaging in current or future gainful employment, education or training (recipients not meeting this criteria are referred to the Department of Vocational Rehabilitation for further evaluation)
· Caring for an incapacitated person in the home whose incapacity has been verified by a physician and, if the Department of Social Services (DSS) considers it necessary, confirmed by an assessment performed by the Department of Vocational Rehabilitation
· Unable to participate because appropriate child care for a child under thirteen or reasonable transportation was not provided.
NOTE: Any recipient may volunteer for the work program even though exempt.
