Concurrent Eligibility - HCBS Waiver & In-Home Health Related Care - Iowa

People may be eligible for any of the waivers, except the ill and handicapped waiver, and the State Supplementary Assistance in-home health-related care program at the same time as long as:

The person meets the eligibility requirements of each program, and each program provides different services. (For example, the elderly waiver provides adult day care and respite, and the in-home health-related care program provides the personal care and home maintenance for the same person.)

Eligibility and client participation is determined according to the rules of each program. There is no client participation in the waiver programs unless the client receives Veteran’s aid and attendance or has income from a medical assistance trust, but the in-home health-related care program requires client participation when the client’s income is over a specific amount.

The Veteran’s aid and attendance and other client participation is applied first to the in-home health-related client participation.
