Households that experience a home energy crisis may receive LIHEAP Energy Crisis Assistance when the county Department of Human Services (DHS) office (see: http://www.okdhs.org/okdhslocal/) verifies the crisis and determines the eligibility of the household.
Households having an energy crisis are eligible for Energy Crisis Assistance only if they do not exceed income and resource standards for eligibility. Even if income and resources are equal to or below the standards, DHS must verify that the energy crisis need cannot be met by available income and liquid resources. DHS must also determine good cause for a household not paying the utility bill. In addition, the household must prove that energy service has been terminated or that termination is imminent.
If the energy crisis is due to garnishment or recoupment of an overpayment, other than related to DHS, the computation to determine net income is:
Gross earned income minus the garnishment or recoupment amount, minus the TANF standard work expense, plus earned income equals net income for Expedited Services/ECAP.
