Vocational Rehabilitation (VR) Services Client Financial Participation - Iowa

How much, if anything, a client of the Iowa Division of Vocational Rehabilitation Services (DVRS) must contribute toward the cost of Need Based Services depends on the income and resources of the client and/or the client’s family.

If the client was listed as a dependent on the most recent filing of Federal Income Taxes, then the income of the household included in that filing is used. If the client filed independently, then only the client’s financial data is counted.

For married clients, the finances of both the client and spouse are counted.

Financial Inventory and Determination of Financial Participation:

DVRS uses a Financial Inventory (Form R-406) to gather pertinent client financial data and to determine an expected level of client financial participation, except for post-secondary training.

Post-secondary training financial involvement is determined on the DVRS Unmet Need Determination Form (#283-1383).

The Financial Inventory form includes two tables which allow a determination to be made as to the extent, if any, of required client participation toward the costs of services.

Exceptions:

Individual client circumstances may occur wherein rigid adherence to the financial assistance policy detailed above would seriously jeopardize that client’s opportunity to achieve appropriate rehabilitation objectives. In such instance the counselor may elect to seek an exception to the applicable policy.

Supervisors may approve exceptions in response to a counselor’s request. Such request for exception must include reference as to the policy at issue and an adequate explanation of the client’s situation as to allow the supervisor to assess the reasonableness of the exception request.
