VA Impairment Related Work Expense - ABD Income Exclusion - Medicaid

When determining Medicaid income eligibility for Aged, Blind and Disabled (ABD) Covered Groups:

·             Earned income of disabled individuals used to pay impairment-related work expenses can be excluded as an Impairment Related Work Expense (IRWE).

NOTE: This exclusion is available to individuals aged 65 and over only if they received Supplemental Security Income in the month prior to attaining age 65.

IRWEs are subtracted in the calculations prior to excluding half of the remaining earned income, whereas Blind Work Expenses (BWEs) and income included in a Plan for Achieving Self Support (PASS) are subtracted after excluding one-half of the earned income. This calculation order makes the BWE and PASS exclusions have twice the effect of the IRWE exclusion.
