VA ICF/MR - VA Dept of Health

An Intermediate Care Facility for the Mentally Retarded (ICF/MR) is a residential institution that has as its primary purpose the provision of health or rehabilitation services to individuals with mental retardation or related conditions receiving care services under the Medicaid program.

The Virginia Department of Medical Assistance Services (DMAS) is responsible for approving provider participation in the Medicaid program for financial reimbursement.

The Virginia Department of Health (VDH) through the Office of Licensure and Certification (OLC) is responsible for assessing compliance with Federal health participation requirements. VDH contracts with the State Fire Marshal’s Office for surveying providers using the federal Life Safety Codes. The health survey plus the life safety code survey equals the total certification package that is forwarded with a recommendation to the DMAS for provider participation.

The Department of Mental Health, Mental Retardation and Substance Abuse Services ensures compliance with state licensure standards for these facilities.
