VA Housing Development Authority (VHDA)

 

Virginia Housing Development Authority (VHDA) logoThe Virginia Housing Development Authority (VHDA) is Virginia's housing finance agency. It is a self-supporting authority that issues bonds to raise private capital for its lending programs. VHDA provides consumers with low-interest rate loans to purchase or renovate homes. VHDA also lends money to developers for the development, rehabilitation and renovation of affordable apartments. In conjunction with the Virginia Board for People with Disabilities, it created Access Virginia, an online housing registry designed to help Virginians with disabilities find accessible, affordable apartments and learn more about accessibility requirements.

The Virginia Housing Development Authority is the state's mortgage finance agency. Created in 1972 by the Virginia General Assembly, its mission is to help Virginians obtain safe, sound and decent housing that is otherwise unaffordable to them. Its vision is to be the leading mobilizing force for affordable housing in Virginia.

VHDA accomplishes both its mission and vision by:

·          helping consumers who have low-to-moderate incomes buy homes,

·          building, renovating and rehabilitating apartments for low- to moderate-income Virginians, and

·          administering funds for the Housing Choice Voucher program in areas of the state that do not have a housing authority.

VHDA was created as an independent political subdivision of the state. VHDA is subject to certain supervisory powers of the governor and the state of Virginia's General Assembly. VHDA is required to submit annually to the governor a report of its operating and financial status, and VHDA's annual financial statements are subject to review by the Auditor of Public Accounts. VHDA receives no state appropriations for its operations and is fully self-supporting from the revenues generated by its programs.

Funds for Housing Accessibility Modifications

Virginia Housing Development Authority (VHDA) logo for Granting Freedom: Virginia's Military Home Modification Grant ProgramGranting Freedom is Virginia's military home modification grant program. Virginia Housing Development Authority (VHDA) in conjunction with the Department of Housing and Community Development (DHCD) and Community Housing Partners has over $1 million in grant funds available to pay for modification work needed on homes or apartments to make them accessible for servicemen or women who sustained injury during service in a combat theatre of operations. The home or apartment must be within Virginia and can be owned or rented. Examples of modifications include: ramps, widened doorways, grab bars, higher toilets, lowered countertops, tubcuts, visual smoke detectors, shower chairs and handheld shower fixtures, as well as other housing modifications recommended by an approved source.

A recommendation for the housing modification is required from a VA hospital Rehabilitation Officer, VA attending physician or VA physical therapist. Up to $4,000 is available to pay for the housing modification once the work is completed. You have four months to complete the work or secure and application extension from VHDA.

Funds for Accessibility Rental Unit Modification

Virginia Housing Development Authority (VHDA), in conjunction with the Department of Housing and Community Development (DHCD), The Fannie Mae Foundation and the Christopher Reeves Paralysis Foundation have created a $40,000 grant fund pool to help pay for modifying rental units and make them accessible. Grant funds of up to $1,000 per dwelling unit will be available on a first come/first served basis. Grants are available to persons earning 80% or less of the area median income. These funds can be used for any work needed to make the unit accessible for a person with disabilities.
