As a condition of TAFDC eligibility, the child(ren) must be deprived of care and support of at least one parent through:
· Death
· Continued absence that has lasted or is expected to last more than 20 days
· A mental or physical impairment that has lasted or is expected to last at least 30 days and substantially limits the parent’s ability to provide care or support
· Unemployment or underemployment
Grantees must meet work program requirements, and meet standards for living arrangements and residency, citizenship, and other administrative requirements. For complete details, see 106 CMR 203.000-920 (see below).
In addition, recipients must
· Document that their children have had all required immunizations or the family is penalized by a grant reduction
· Ensure that their children under age 14 attend school regularly or are sanctioned by a grant cut
· Ensure that teen parents attend high school or GED programs, and live with an adult relative over age 21 or in a structured teen living program
