The definition of "disabled" has a specialized meaning in the administration of the Transitional Aid to Families with Dependent Children (TAFDC) and the Emergency Aid to the Elderly, Disabled, and Children (EAEDC) Program. There are separate definitions for children and adults. The definitions are found in 106 CMR 701.600 (see below for Internet reference to this regulation).
For purposes of TAFDC, a disabled child is a child who receives Supplemental Security Income (SSI).
An individual under the age of 60 in the TAFDC program or under the age of 65 in the EAEDC program who meets the Department's medical and/or vocational standards as determined by the agency or organization under contract/agreement with the Department to provide disability evaluation services.
In order to be considered disabled, an adult must meet specific medical criteria established by the Department for the program for which they are applying or receiving. In addition, an applicant or recipient shall be considered disabled if he or she is in receipt of Supplemental Security Income (SSI) for the disabled, or Social Security Disability Insurance (SSDI) benefits for the disabled.
Actual criteria for determining disability are lengthy and exhaustive, and may vary between the numerous specific programs offered under EAEDC and TAFDC. Complete information may be found in 106 CMR 701.600 (L) and (M), where many additional references to more specific requirements may be found.
