Iowa has an Independent Living Council appointed by the Governor after Iowans with severe handicaps have had the opportunity to suggest those individuals considered by them to be best qualified to represent individuals with severe handicaps in need of IL services. The majority must be individuals with disabilities. The Council selects a chair from among the membership. The members serve on a rotating basis.
· At least one director of a center for independent living chosen by the directors of centers for independent living within the state; and
· A representative of DVRS/Department for the Blind (non-voting); and
· Representatives from other agencies of Iowa government that provide services for individuals with disabilities (non-voting); and
· Other members, which may include:
· Other representatives from centers for independent living;
· Parents and guardians of individuals with disabilities;
· Advocates of and for individuals with disabilities;
· Representatives from private businesses;
· Representatives from organizations that provide services for individuals with disabilities; and
· Other appropriate individuals.
· Jointly develop and sign (in conjunction with DVRS and the Department for the Blind) the IL State Plan;
· Monitor, review, and evaluate the implementation of the State Plan;
· Coordinate activities with the State Rehabilitation Council and councils that address the needs of specific disability populations and issues under other federal law;
· Ensure that all regularly scheduled meetings of the council are open to the public and sufficient advance notice is provided; and
· Submit to the federal Rehabilitative Services Administration (RSA) such reports as RSA may request, and keep such records, and afford such access to such records, as RSA finds necessary to verify such reports.
