The South Dakota Department of Social Services (DSS), Division of Child Care Services (CCS) administers Federal Child Care and Development Block Grant funds to improve the quality, availability, accessibility, and affordability of child care. It is the state designated Child Care Lead Agency.
Child Care Assistance is available to families with one or more children under age 13. The family must meet income guidelines and adults must be working (or working and attending school). Families must have incomes that do not exceed 200% of the Federal Poverty Level (FPL).
Eligible families receive a child care certificate showing the eligibility period and the amount of assistance the family is eligible to receive. The family may be required to make a co-payment based on the household income and family size.
Families must use one of the following types of child care provider in order to receive assistance:
· A state licensed or registered child care provider;
· An aunt/uncle, grandparent, great-grandparent, or non-resident sibling;
· A provider who comes into the home or a family friend who provides care for the children of only one family.
All providers must be at least 18 years of age and meet other CCS criteria.

Many children face poverty because absent parents neglect their responsibility to provide adequate financial support. Because of this fact, all eligible families must open and maintain an active collection case with the Office of Child Support Enforcement within six months of initial child care assistance eligibility. A case must be opened against the absent parent of any child within the family's household.
