The Medicaid Mental Retardation/Related Disabilities (MR/RD) Home and Community Based Waiver (HCBW) is co-administered by the Department of Health and Human Services (DHHS) and the Department of Disabilities and Special Needs (DDSN). The waiver provides a broad range of special home and community based waiver services to Medicaid eligible individuals with mental retardation or related disabilities who need the level of services typically provided in an ICF/MR facility, regardless of age, to help them live in the community rather than in an institution. DDSN has the primary responsibility for the daily operation of the MR/RD program.
