The location of the rental unit for which you receive (or would like to receive Section 8 assistance is used to determine the eligibility Income Limits. (See: Financial Eligibility for Section 8 Assistance.)
WorkWORLD asks questions that are specific to your State. (In most States, WorkWORLD asks about Counties, and sometimes Cities, but in Alaska WorkWORLD asks about Boroughs and Census Areas, while in Louisiana it asks about Parishes.)
Location is also important in determining Payment Standards (in the Tenant-Based Voucher program) and Contract Rents (in other Section 8 rental assistance programs), but Public Housing Agencies (PHAs) have such wide discretion in determining those amounts that WorkWORLD has to ask you to find out the specific Payment Standard or Contract Rent that applies to the unit you live in (or are interested in living in).
