FIP Eligibility - Eligible Group - Iowa

There are important rules about which family members will be included in the FIP grant ("Eligible group"). The family unit may also include members whose needs are not included in the FIP grant but whose income is considered in determining FIP financial eligibility and the amount of the grant for the eligible group. Examples are a parent who fails to meet non-financial eligibility criteria (e.g., the parent fails to provide a social security number).

If living together and meeting non-financial eligibility criteria, the eligible group must include the

·     child,

·     eligible siblings of the child (of whole- or half-blood, or adoptive), and

·     natural or adoptive parents of the child.

If the child is living with a nonparental relative, the non-parental relative may be included in the FIP grant at the relative’s request, provided the relative’s income and resources are within FIP program limits. Also, the child’s stepparent, if incapacitated, may be included.

The eligible group has to include at least one child unless the following exception applies: The FIP eligible group may consist of just the parent (or non-parental caretaker) when the only child in the home receives SSI.

Example: The family consists of Mom and her one child, who is on SSI. Thus, only Mom is on the FIP grant. (Note: If Mom were the SSI recipient, only the child could be on the FIP grant.)

FIP assistance may continue for persons who are temporarily out of the home. A temporary absence exists when the person is

·     out of the home for education or training and expected to return home when the program has been completed;

·     in a medical institution and expected to return home within 12 months; or

·     out of the home for other reasons and expected to return home within three months.
