In 1998, the Delaware Division of Social Services (DSS) collaborated with the Division of Substance Abuse and Mental Health Services Programs (DSAMH) to establish the Bridge Intervention Services Program to provide case management services to Temporary Assistance for Needy Families (TANF) recipients who have substance abuse problems.
Through this program, Brandywine Counseling at http://www.brandywinecounseling.org/families.htm, in New Castle County, and Delmarva Rural Ministries at http://www.drminc.org/Communityservices.htm, in Kent and Sussex Counties, provide these specialized services. The array of services include:
· obtaining authorization for assessment and treatment from the managed care companies,
· arranging for the completion of the assessment and if necessary treatment after authorization has been obtained;
· conducting a case management needs assessment to determine what other types of services a client requires to obtain self-sufficiency and helping them with those needs,
· providing outreach to help the client be successful in treatment
· providing follow up services after treatment is completed to ensure client self-sufficiency
· providing guidance as requested to DSS staff when staff are determining if a client referral to the Bridge program is needed,
· providing feedback to DSS on client progress or lack of progress,
· providing information to DSS in determining if a client is not being compliant with substance abuse assessment and treatment elements of the Contract of Mutual Responsibility (CMR); and
· being a resource to DSS and clients to help client complete other aspects of the CMR.
Extensive case management services and life skills training, tailored to each individual's needs, are key parts of the Bridge program. Through these services, TANF clients with dependency problems are helped to gain self-sufficiency and enhance their ability to find and keep a job.
