Alternative Housing Voucher Program (AHVP) - Re-determination of Voucher Value – Massachusetts

On a scheduled yearly basis the Alternative Housing Voucher Program (AHVP) tenant must file an occupancy form with the local housing authority. The tenant’s gross household income, deductions, exemptions, employment, and household composition will be evaluated at that time to determine any changes in rent, the suitability of apartment size, and eligibility.

The local housing authority will re-determine the value of a voucher between the regular, annual re-determination dates when:

·      The monthly income of the participant household decreases. The participant can then request an increase in the value of the voucher. The local housing authority will verify the reduction in income and the changed voucher value will be effective on the next regular payment date.

·      An increase in participant gross household income of 10% or more occurs. Participants must notify the local housing authority within thirty (30) days of such increases or risk termination from the AHVP, if the increase in income would have resulted in a decreased voucher value. If the local housing authority does not terminate the household’s participation for failing to report the increase in income, the value of the voucher is adjusted retroactive to the date when the change in voucher value would have taken effect. The local housing authority may enter into a repayment agreement with the participant. If the participant’s voucher changes because of increased income, the changed voucher value becomes effective on the first payment date of the second month following submission of the new income information.

·      A change in household size and/or composition occurs. Such changes must be reported to the local housing authority within thirty (30) days of the change or the participant risks termination from the AHVP, if the change would have resulted in a decreased voucher value. If the local housing authority does not terminate the household’s participation for failing to report the change in size and/or composition, the value of the voucher is adjusted retroactive to the date when the change in voucher value would have taken effect. If because of the change in household size and/or composition, the net household income decreases, the voucher value is changed effective the first payment date of the second month following the report of change in the household, unless the change was not reported within the required thirty (30) days. If the net household income increases, the voucher value is changed effective on the first payment date of the second month following the report of change in household size and/or composition.
