At One Stop Career Centers, the South Carolina Employment Security Commission and other partners provide training, job search assistance, information about Unemployment Insurance, and other services to help people achieve their employment goals. Counseling by professionally trained counselors is offered to applicants who need assistance in making a vocational choice, change or adjustment. Counselors are responsible for employability development services and assessment of applicants. The major tools which counselors use are aptitude tests, literacy tests, interest inventories, occupational guides, and a broad knowledge of the local labor market. Close working relationships are maintained with community organizations that provide additional services that applicants need to become employable or to upgrade themselves.
Targeted groups of individuals who may benefit from One Stop Career Center Services include:
· Veterans: Special employment service assistance in the form of counseling, testing, training, and placement is available to eligible veterans.
· Unemployment Insurance Claimants: Reemployment assistance is provided to recipients of Unemployment Insurance. The full range of employment services, including placement and counseling, is offered to claimants without firm job attachments.
· Migrant and Seasonal Farm Workers: Applicants receive the full range of counseling, testing, training, and job referral services. The agency endeavors to shift the seasonal work force from areas of supply to areas of demand.
· Youth: Any applicant under 22 years of age qualifies for special youth services, including the Summer Youth Program.
· Older Workers: Applicants over the age of 40 are provided services by older worker specialists, including counseling, testing (when necessary), and placement.
· Disabilities: The South Carolina Employment Security Commission is the state coordinator for the Americans with Disabilities Act (ADA) and provides information and services through contract with the Southeast Disability & Business Technical Assistance Center.
· Rural workers: Rural Manpower Service provides assistance to rural workers and employers, both agricultural and nonagricultural.
