Vehicles (State Rules) - SNAP (Food Stamps)

General

Changes in the Federal Supplemental Nutrition Assistance Program (SNAP, formerly Food Stamp Program) regulations established rules that gave states the option to use other policies instead of, or in addition to, the Federal vehicle rules.

As this version of WorkWORLD was being prepared, many states were proposing and establishing new vehicle rules. Some states had announced new rules but later rescinded them, and some had announced effective dates for new regulations after the release date of this version. The summaries of individual State policies below are believed to be correct as of the date this version was released, and are based on a CBPP study last updated in June 2008.

NOTE: Due to the number and magnitude of the recent changes in vehicle policy occurring at the State level, you should contact your state or local Food Stamps program office for the latest information and clarification concerning the policies in effect in your State.

Alaska

Excludes the value of a vehicle if it is necessary for transport to meet basic needs (obtaining food, medical care, transportation to and from work, school, or training). All other vehicles are subject to the Federal Food Stamp vehicle resource rules.

Alabama

Excludes the value of all vehicles.

Arkansas

Excludes the value of one vehicle per household. All other vehicles are subject to the Federal Food Stamp vehicle resource rules.

Arizona*

Excludes the value of all vehicles. Read explanatory note #1 below.

California

Excludes the value of all vehicles.

Colorado

Excludes the value of all vehicles.

Connecticut

Excludes the value of all vehicles.

District of Columbia

Excludes the value of all vehicles.

Delaware*

Excludes the value of all vehicles. Read explanatory note #1 below.

Florida

Excludes the equity value of one vehicle up to $8,500 for households without any members subject to the work requirements. For households with one or more members subject to the work requirements, excludes the combined equity value of as many vehicles as there are household members subject to the work requirements up to a total of $8,500. Equity value over $8500, as well as the equity value of other vehicles (including unlicensed vehicles) counts against the food stamp resource limit. All other vehicles subject to the Federal Food Stamp vehicle resource rules.

Georgia**

Excludes the value of all vehicles. Read explanatory note #2 below.

Hawaii

Excludes the value of all vehicles.

Idaho

Excludes one vehicle per adult except RVs. All other vehicles subject to the Federal Food Stamp vehicle resource rules.

Illinois

Excludes one vehicle per adult (and any vehicles used by minors under 18 to drive to employment, training, or school) plus one vehicle per household. All other vehicles subject to the Federal Food Stamp vehicle resource rules.

Indiana

Excludes the value of all vehicles used for transportation. All other vehicles subject to the Federal Food Stamp vehicle resource rules.

Iowa

Excludes the value of one vehicle per household. All other vehicles subject to the Federal Food Stamp vehicle resource rules.

Kansas

Excludes the value of all vehicles.

Kentucky

Excludes the value of all vehicles.

Louisana

Excludes the value of all vehicles.

Maine

For households with children (under 18, or 18 and a full-time student) living with a parent or caretaker relative, excludes the value of all vehicles. For other households, excludes the value of only one vehicle per household. All other vehicles are subject to the Federal Food Stamp vehicle resource rules.

Maryland*

Excludes the value of all vehicles. Read explanatory note #1 below.

Massachusetts*

Excludes the value of all vehicles. Read explanatory note #1 below.

Michigan*

Excludes the value of all vehicles. Read explanatory note #1 below.

Minnesota*

Excludes the value of all vehicles. Read explanatory note #1 below.

Mississippi

Excludes the value of all vehicles.

Missouri

Excludes the value of all vehicles.

Montana

Excludes the value of all vehicles.

Nebraska

Excludes one vehicle up to $12,000 fair market value. All other vehicles are subject to the Federal Food Stamp vehicle resource rules.

Nevada

Excludes the value of one vehicle per household. All other vehicles are subject to the Federal Food Stamp vehicle resource rules.

New Hampshire

Excludes the value of one vehicle per adult. All other vehicles are subject to the Federal Food Stamp vehicle resource rules.

New Jersey

Excludes the value of all vehicles.

New Mexico

Excludes the value of all vehicles.

New York*

Excludes the value of all vehicles. Read explanatory note #1 below.

North Carolina

Excludes the value of one vehicle per adult. All other vehicles are subject to the Federal Food Stamp vehicle resource rules.

North Dakota*

Excludes the value of all vehicles. Read explanatory note below.

Ohio

Excludes the value of all vehicles.

Oklahoma

Excludes one vehicle per adult (including ineligible and disqualified members) regardless of use and any other vehicle used by a member under 18 to commute to and from employment, or to and from training or education which is preparatory to employment, or to seek employment. The equity in all other vehicles in excess of $5,000 is considered against the Federal Food Stamp vehicle resource rules.

Oregon*

Excludes the value of all vehicles. Read explanatory note below.

Pennsylvania

Excludes the value of one vehicle per household. All other vehicles are subject to the Federal Food Stamp vehicle resource rules.

Rhode Island

Excludes the value of one vehicle per adult up to two vehicles per household. All other vehicles are subject to the Federal Food Stamp vehicle resource rules.

South Carolina*

Excludes the value of all vehicles. Read explanatory note #2 below.

South Dakota

Excludes the value of one licensed vehicle per household. All other vehicles are subject to the Federal Food Stamp vehicle resource rules.

Tennessee

Excludes the value of all vehicles.

Texas

Excludes the fair market value of one vehicle up to $15,000. All other vehicles are subject to the Federal Food Stamp vehicle resource rules with the excess value of vehicles counted toward a $5,000 resource limit.

Utah

Excludes the value of all vehicles.

Virginia

Excludes the value of all vehicles.

Vermont

Excludes the value of one vehicle per adult (maximum two vehicles exempted). All other vehicles are subject to the Federal Food Stamp vehicle resource rules.

Washington*

Excludes the value of all vehicles. Read explanatory note below.

Wisconsin

Excludes the value of all vehicles.

West Virginia

Excludes the value of all vehicles.

Wyoming

Excludes the fair market value of two cars combined up to $12,000 if the household contains a married couple. Otherwise, will exclude the fair market value of only one car up to $12,000. All other vehicles are subject to the Federal Food Stamp vehicle resource rules.

Explanatory Notes

*Explanatory Note 1:
In states denoted by a single asterisk (*), virtually all Food Stamp households are authorized to receive a TANF/MOE-funded benefit that makes them categorically eligible for food stamps. Therefore, virtually all food stamp households are subject to the vehicle asset rule from the TANF/MOE-funded benefit program instead of the Federal Food Stamp rule. That is the policy described in these summaries. In some states, a small number of households may not be authorized to receive the TANF/MOE-funded benefit. Those households would be subject to the Federal rules or the vehicle asset rules of a TANF/MOE-funded assistance program with which the State has aligned Food Stamp rules. If you live in one of these states, you should contact your state or local Food Stamps program office for the latest information and clarification concerning the policies in effect in your State.

 

**Explanatory Note 2:
In states denoted by two asterisks (**), virtually all food stamp households are authorized to receive a TANF/MOE-funded benefit that makes them categorically eligible for food stamps. However, the TANF program rules also exclude all vehicles, so even those few cases that are not categorically eligible have no vehicle limit due to alignment with TANF.
