Members of this group are eligible for Medicaid as a "Protected" Covered Group.
Qualified Severely Impaired Individuals (QSII) are those who qualify for Medicaid coverage under section 1619(b) of the Social Security Act.
Section 1619(b) of the Act allows blind and disabled individuals whose incomes are too high to retain financial eligibility for SSI cash benefits to continue to receive Medicaid benefits. Their earnings must cause them to lose their cash benefits (that is, their unearned income alone would not cause their benefits to be zero). And their earnings must not exceed the State or Individual Threshold amount. (See VA SupplementaI Security Income for links to information about 1619(b) and thresholds.)
The Social Security Administration (SSA) determines whether individuals who lost SSI because of earned income are eligible for 1619(b) status. (To be eligible individuals must need Medicaid coverage in order to work.)
The local department of social services determines whether an individual who has a 1619(b) status continues to be eligible for Medicaid. (If the individuals were eligible for Medicaid in the month prior to their SSI cash benefit going to zero, they are automatically eligible for Medicaid under 1619(b).)
