The Virginia Department of Health (VDH) is charged with the responsibility for ensuring that licensed nursing facilities provide residents with at least a minimum level of care according to standards prescribed by the Board of Health and any additional requirements that may be specified by the Code of Virginia.
If you live in a licensed nursing facility, you are guaranteed certain rights and information, including:
· The right to be informed in writing of your rights, including the grievance procedure; and
· The name and telephone number of the complaint coordinator of the center, the Adult Protective Services toll-free telephone number, and the toll-free telephone number for the State Ombudsman; and
· The right to be fully informed by a physician of your medical condition unless medically contraindicated as documented by a physician in your medical record; and
· The right to refuse to participate in experimental research; and
· The right to manage your personal financial affairs, or if you delegate that responsibility to the facility, you may have access to records of financial transactions made on your behalf at least once a month and be given at least a quarterly accounting of the financial transactions made on your behalf; and
· The right to be free from mental and physical abuse and free from chemical and, except in emergencies, physical restraints except as authorized in writing by a physician for a specified and limited period of time or when necessary to protect you from injury to yourself or to others; and
· You may not be required to perform services for the facility that are not included for therapeutic purposes in you plan of care; and
· You must be treated with consideration, respect, and full recognition of your dignity and individuality, including privacy in treatment and in care for his personal needs; and

VDH also specifies the various kinds of services that the Nursing Home must supply, including physician services, social services, rehabilitative services and many others. The services are listed and the requirement details are listed in the regulations available at the website listed above.
