Members of this group are eligible for Medicaid as a "Protected" Covered Group.
Membership is limited to:
· Blind or disabled individuals who were eligible in December 1973, and who continue to meet the 1973 eligibility requirements of the applicable cash assistance program; and
· Individuals eligible as essential spouses in December 1973 who continue to meet the conditions that were in effect in December 1973 under the applicable cash assistance plan for having their needs included in computing the payment to the ABD individuals.
NOTE: An "essential spouse" is defined as one who is living with the individual, whose needs were included in determining the amount of cash payment to the individual in December 1973, and who is determined essential to the individual's well-being.
The resource limits were $600 for a single person, $900 for a couple and $100 for each additional person. The rules for counting real and other resources were different than current rules.
The income limits were $1,900 for an individual and $2,500 for a couple. The income exclusions were different.
If individuals fail to meet the low resource and income limits for this group, they are evaluated for eligibility under the eligibility criteria of other covered groups.
