Transportation Resources - Overview - Massachusetts

People with disabilities and their advocates identify transportation barriers as a primary barrier to finding and keeping employment in Massachusetts. Efforts are currently in place to help address this problem.

Massachusetts Transportation Resource Benefits Wizard

The Massachusetts Rehabilitation Commission (MRC) has been developing a comprehensive transportation resource benefits wizard in order to provide consumers access to continuously updated news and information. Rural Transportation Coalitions Initiative (RTCI)

MRC has increased its efforts to combat unemployment and isolation caused by the lack of rural transportation for people with disabilities by implementing the Rural Transportation Coalition Initiative (RTCI), a grant project from the Administration on Developmental Disabilities. The Rural Transportation Coalition Initiative seeks to expand affordable, accessible transportation for persons with disabilities who reside in rural communities. Through this Grant Award, the MRC will create a Rural Transportation Coalition Services Model. This model will foster the exploration, development, and testing of an array of innovative transportation options to meet the unique needs of people with disabilities in rural communities.

Transportation Options Project (TOP)

The goal of the Transportation Options Project (TOP) is to expand affordable transportation options throughout the Commonwealth of Massachusetts for Persons with Disabilities. This project will address transportation needs in three rural areas of Massachusetts by developing innovative approaches to service. In addition to these innovative services, the project will promote a transportation planning process for human service agencies and transit systems to accurately track the need for transportation services and identify costs.

The target population for this grant will be individuals with disabilities who are employed, seeking employment or receiving vocational rehabilitation services from public and private organizations that are unable to obtain transportation. New services and databases will be developed with the cooperation of three transit agencies in the target areas, statewide transit and ridesharing organizations, and with input from local consumers, rehabilitation agencies, and independent living agencies.

Massachusetts Human Service Transportation (HST) Coordination Initiative

The Commonwealth of Massachusetts has embarked on an ambitious initiative to develop a more coordinated system of providing transportation to human and elder service agency consumers. These individuals are participating in state funded programs such as MassHealth (i.e., Medicaid), Early Intervention, and community based residential, social and day services. In addition, state agencies assist with transportation for eligible consumers returning to work and for access to childcare. In September 2000 a Human Service Transportation Office was established and staffed with transportation managers from the major participating agencies.

The goals of this coordination initiative are to:

·          Enhance coordination of human services transportation

·          Ensure cost-effective and quality transportation

·          Improve access and availability of transportation services for eligible consumers

·          Develop innovative and creative approaches to meeting individual transportation needs
