The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (P.L.104-193) replaced the old Aid to Families with Dependent Children (AFDC) with a new program, Temporary Assistance for Needy Families (TANF).
In the Supplemental Nutrition Assistance Program (SNAP, formerly Food Stamp Program), count as unearned income the amount of TANF benefits received.
If TANF benefits are reduced due to the imposition of a sanction for failing to comply with TANF program rules, include the sanctioned amount as unearned income even though it is not received.
Do not count as unearned income the amount of an initial TANF benefit intended to cover a previous month. This retroactive benefit is counted as an asset in the month received.
If the TANF benefit is subject to recoupment because of an overpayment, the recouped amount counts as unearned income if the TANF overpayment was the result of a household error. If the overpayment was not the result of a household error, the amount recouped does not count as income. (Recoupment refers to an amount withheld from the monthly TANF benefit to repay an overpayment.)
