State 1619(b) Thresholds - Overview

To be eligible under section 1619(b), you cannot have earnings sufficient to replace SSI cash benefits, Medicaid benefits, and publicly-funded personal or attendant care that would be lost due to earnings. SSA has constructed the "threshold" concept to measure whether you have sufficient earnings to replace these benefits. SSA looks only at income from earnings in making this determination; unearned income is not considered.

The charted threshold is calculated for each State by adding:

·     The annualized gross earned income amount which would reduce SSI cash benefits to zero for an individual with no other income (taking into account the State's supplementary payment level, if any); and

·     The State's average annual per capita Medicaid expenditures.

Threshold determinations are made for the 12-month period beginning with the month 1619(b) status begins.

If your gross earned income for that 12-month period is equal to or less than the threshold amount shown on the chart, you remain eligible for Medicaid benefits.

If your gross earned income is greater than the threshold amount, SSA determines whether you would be eligible using Individual Threshold calculations.

NOTE: Due to the number and nature of the factors used to compute the threshold amounts, it is possible for the amounts to either increase or decrease for each calendar year in your state.
