The mission of the South Dakota Division of Alcohol and Drug Abuse (ADA) is to reduce the prevalence of substance abuse disorders through prevention and treatment services. It is one of the divisions within the Department of Human Services (DHS).
The objective of substance abuse prevention is to promote the personal and social growth of individuals in order to avoid drug and alcohol related problems.

Treatment services have been established to correspond with the diverse symptoms exhibited by individuals who present themselves for treatment. The various treatment settings in the State can be viewed as a progressive level of care system - from the most restrictive (Inpatient treatment) to the least restrictive (Outpatient services).
Both juveniles and adults enter the system at that stage of treatment that corresponds to the severity of their symptoms, and their meeting the American Society of Addiction Medicines Placement criteria (ASAM). They can be moved to a higher or lower level of care based on individual client progress in programming.

Core Service Agencies are accredited and designated by ADA to provide services in local counties. Services include early intervention, outpatient services, and prevention. Services must be provided to all residents in need of chemical dependency services regardless of race, sex, religion, disability or ability to pay.
