To be eligible to live in public housing, families must have an annual income that is less than the amount necessary to maintain decent, safe, and sanitary housing. A household typically can earn no more than the "Low" income limit established by the Department of Housing and Urban Development (HUD) – $62,650 for a family of four in Boston effective 02/20/2003. Income guidelines vary from year to year and region to region. The local housing authority maintains information about the income guidelines for its region.

Specific procedures are followed to determine family income for the purpose of determining eligibility and the costs of public housing. When the tenant does not pay for utilities, the rent is 30% of the net household income, and when the tenant pays for some or all utilities, the rent is 25% of the net household income.
To live in state-assisted elderly state public housing, a person must be at least 60 years old.
A person with a disability must meet certain criteria to be eligible for state or federal housing for disabled persons.
