Generally, people who meet the following definition of disability and poverty are eligible for housing assistance in Massachusetts:
"Handicapped persons of low income" are people whose annual net income is less than the amount necessary to enable them to maintain decent, safe and sanitary housing, and who have been determined by the Department of Housing and Community Development (DHCD) to have an impairment which is expected to be of long, continued, and indefinite duration.
The individual’s disability must substantially impede the ability to live independently in conventional housing. More suitable housing conditions should enhance the individual’s possibilities for living more independently.
