In the Supplemental Nutrition Assistance Program (SNAP, formerly Food Stamp Program), charges for the repair of a home that was substantially damaged or destroyed due to a natural disaster such as a fire or flood are allowable shelter expenses.
Do not include charges for repair of the home that have been or will be reimbursed by private or public relief agencies, insurance companies, or from any other source. Penalty fees for making late payments are not allowable.
According to SNAP (Food Stamp) policy, the household can deduct such expenses in one month or average the expense over the certification period which can range from one month to 24 months. If you deduct the entire expense in one month, then the result produced by WorkWORLD will not be reflective of what the household can expect to receive on a monthly basis. This is because the benefit amount, if the household is eligible, will be higher than what the household would actually receive on a monthly basis. However, if you average the one-time expense over a period that extends over a change of Federal fiscal years (October 1), the result produced by WorkWORLD may not be reflective either. This is because the benefit amount, if the household is eligible, may be lower than what the household would actually receive, since benefit amounts usually increase each year.
In addition to home repair costs incurred where the household resides, a household may include home repair costs for a home the household is not occupying when answering this question, if all of the following are met:
· The home is unoccupied because of illness, employment or training away from home, natural disaster or casualty loss;
· The household intends to return to the home;
· Any current occupants are not claiming shelter costs for SNAP (Food Stamps); and
· The home is not leased or rented.
