GA Independent Living Councils

The Statewide Independent Living Council (SILC) of Georgia is a private, nonprofit organization with board members appointed by the Governor. They believe that disabilities exist because barriers exist. Thus, the SILC's mission is to ensure equal participation of disabled people in their communities. They do this by granting funds to agencies that serve Georgians with disabilities and by advocating for statewide community-based support services — in programs run by and for people with disabilities.

Under the terms of the Rehabilitation Act, the SILC jointly develops (in conjunction with the designated State vocational rehabilitation agency - in Georgia, Rehabilitation Services) and monitors the implementation of a State plan for independent living services and Centers for Independent Living (CILs).

What are CILs?

Centers for Independent Living (CILs) are non-residential, community-based organizations, governed and staffed by people with disabilities, that offer a wide variety of services to consumers with disabilities and their families. The foundation of these services is the peer-to-peer relationship, where people with disabilities act as mentors for other people with disabilities, showing them by example how to help themselves and to live independently. The core services that CILs provide are:

·   Individual Advocacy and Systems Advocacy

·   Peer Counseling

·   Information and Referral

·   Independent Living Skills Training
