Family Independence Program - Need and Payment Standards - South Carolina

The Family Independence Program (FIP) need standard, by family size, is set each September at 50% of the current year's Health and Human Services Poverty Guidelines.

After the need standard is set, it is subject to a ratable reduction by the South Carolina Department of Human Services to determine the payment standard for the year. The ratable reduction is set annually based on the amount of money appropriated in the State budget for FIP benefits and in view of the anticipated number of FIP recipients to whom benefits will be paid. The ratable reduction percentage is 32.90% for the period October 2002 through September 2003.

The need standard, by family size, is reduced by countable income. Then the result (deficit) is multiplied by the ratable reduction percentage to determine the actual benefit payment.

FIP applicants must meet specific income standards and resource standards in order to be eligible for the program. Some income and resources may be disregarded in making the eligibility determination.

To determine the amount of the payment for the benefit group, subtract countable income from the full need standard and multiply the result (deficit) by the ratable reduction.

NOTE: For family sizes over 8, $128 is added for each extra person to the Need Standard. To determine Gross Income Limit multiply Need Standard by 1.85 and drop the cents. To determine Payment Standard/Award multiply Need Standard by .3290 and drop the cents.
