The Department of Human Services Developmental Disabilities Services Division (DDSD) provides community services to certain Medicaid-eligible people through Home and Community-Based Waivers (HCBW) administered by the Oklahoma Health Care Authority (OHCA).
HCBW’s afford states the flexibility to develop and implement creative alternatives to placing individuals in hospitals, nursing facilities or intermediate care facilities for persons with mental retardation (ICF/MR). The HCBW program recognizes that many individuals at risk of being placed in these facilities can be cared for in their own homes and communities, preserving their independence and ties to family and friends at a cost no higher than that of institutional care.
The State of Oklahoma operates four Home and Community Based Waivers. Three waivers serve people who are mentally retarded or have related conditions:
· ICF/MR Waiver: Serves approximately twenty seven hundred (2,700) recipients with mental retardation or related conditions.
· In-Home Support Waiver for Adults: Designed to assist the state in removing adult individuals with mental retardation or related conditions from the ICF/MR waiver waiting list. This waiver has an annual post-eligibility spending cap of $15,000 per year per recipient for waiver services.
· In-Home Support Waiver for Children: Designed to assist the state in removing children ages 6 through 17 with mental retardation or related conditions from the ICF/MR waiver waiting list. This waiver has an annual post-eligibility spending cap of $10,000 per recipient per year for waiver services. Children are also entitled to Early and Periodic Screening, Diagnosis and Testing (EPSDT) services with a generally broader scope, amount, and duration of services than are provided to adults under Oklahoma Medicaid.
One waiver serves the elderly individuals and adults with physical disabilities:
· Advantage Waiver: Serves older Oklahomans and adults with physical disabilities that can choose to stay home, instead of going into a nursing home. Eighty percent (80%) of this waiver population are physically disabled on-or-after their 22nd birthday and do not have cognitive impairment.
Waiver services must be appropriate to the person’s needs and written into the individual's annual plan. Arrangements for waiver services are made with the individual’s case manager. All other sources of support should be explored before waiver services are used.
All waiver service providers must have entered into contractual agreements with the OHCA to provide Home and Community-Based Waivers. Services through these waivers are available to individuals when the cost of waiver services are less than the costs of nursing home services and when the recipient can be served safely in the home.
