In addition to meeting the financial eligibility standards for the Alternative Housing Voucher Program (AHVP), an applicant and household members must meet the following non-financial qualification standards. Applicants and household members must not have:
· Disturbed a neighbor in a prior residence in a way that would substantially interfere with the rights of other public housing tenants or the rights of local housing authority employees.
· Caused damage or destruction of property a prior residence in a way that, if repeated in the public housing environment, would have a material adverse effect on the housing development or any of its units.
· Displayed living habits and poor housekeeping at a prior residence, if repeated by a tenant in public housing would pose a substantial threat to the health and safety of others.
· Engaged in prior criminal activities which, if repeated in the public housing setting, would threaten the property or rights of other tenants and local housing authority personnel.
· Established a history of non-payment of rent, which if repeated by a tenant in public housing, would cause monetary loss; however, if the applicant or household member paid at least 50% of the prior monthly rent obligation and was evicted for non-payment, this does not disqualify the individual from public housing.
· A history of failure to meet material lease terms at one or more prior residences which, if repeated in the public housing situation, would be detrimental to the local housing authority.
· Failed to provide information reasonably necessary for the local housing authority to process the application for public housing, or have intentionally misrepresented or falsified any information for the purpose of the application.
· Directed abusive or threatening behavior towards a local housing authority employee during the application process.
· The intention to not occupy public housing as his/her primary residence (at least 9 months of the year).
The applicant and household members also may not be current illegal users of one or more controlled substances. This disqualification of current illegal users of controlled substances does not apply to applicants for housing that is provided through a treatment program for illegal users of controlled substances.
