VA Protected Adult Disabled Children

Members of this group are eligible for Medicaid as a "Protected" Covered Group.

Membership in this group is limited to individuals:

·             Who have attained the age of 18; and

·             Who are receiving SSI benefits on the basis of blindness or a disability which began before they attained the age of 22; and

·             Who become entitled to disabled child's insurance benefits or to an increase in the amount of the child's insurance benefits; and

·             Who cease to be eligible for SSI because of such child's insurance benefits or because of the increase in such child's insurance benefits.

These "Protected Adult Disabled Children" shall be treated as receiving SSI benefits for Medicaid eligibility purposes so long as they would be eligible for SSI in the absence of such child's insurance benefits or such increases.

NOTE: If the individual began receiving adult disabled child's benefits and this receipt caused SSI ineligibility, then the entire adult disabled child's benefit amount and any subsequent increases in the benefit are excluded when determining the individual's countable income.
