For Medicaid eligibility purposes, Gross Income includes almost all earned and unearned income.
Gross Income is defined differently for different Medicaid Covered Groups.
The types of income that are defined as "not income" in determining Gross Income for the Aged, Blind and Disabled (ABD) groups are listed in: Aged, Blind and Disabled Income Exclusions - Medicaid.
For the ABD groups, Gross Income is used as the starting point in calculating Countable Income. Countable Income is the income amount that must meet the applicable income limits for most ABD groups.
Gross Income, however, is used in calculating the income-eligibility of ABD recipients of Medicaid Waiver services and ABD residents of medical institutions. They must have gross income that does not exceed 300% of the SSI individual payment limit. In this case only those types of income that are defined as not being income are excluded.
The types of income that are excluded for the Families & Children (F&C) groups are listed in Family & Child Income Exclusions - Medicaid.
For the F&C groups, Gross Income is used as the starting point for calculating Countable Income.
Gross Income is also used in the first step in the 2-step process for determining the financial eligibility of adults in Low Income Families with Children (LICF). In this case those types of income that are defined as not being income, as well as the first two types of Earned Income Exclusions, are excluded. (These first two types are: Student Earned Income and Workforce Investment Act earnings of eligible children.)
